Recently, it has been reported that Google and Meta have reportedly reached an agreement to create and display advertisements specifically targeted at minor users. This partnership allegedly involved the development of ads to be showcased on YouTube, with the goal of directing these advertisements towards teenagers using Meta’s Instagram platform. This revelation is troubling, especially considering that both tech companies have previously publicly stated that they do not target ads towards individuals under the age of 18.

According to a report by the Financial Times, Google and Meta collaborated on a marketing project that aimed to attract minor users to Instagram through targeted ads on YouTube. This alleged initiative targeted individuals aged between 13 and 17, directly contradicting Google’s Ad-serving Protections for Teens policy. This policy explicitly states that ad personalization will be disabled and sensitive ad categories will be restricted for users under the age of 18.

Reports indicate that Google circumvented its own policy by utilizing a target demographic labeled as “unknown.” While Google defines “unknown” as individuals whose age, gender, parental status, or household income have not been identified, it has been revealed that Google had access to extensive data points on this category of users, such as location, app downloads, and online activity. This allowed the company to discreetly identify younger users within the unknown category and focus on them for targeted advertising.

Unnamed sources have suggested that Google’s manipulation of its internal system to target minor users was a means of bypassing established safeguards. While Google has insisted that it strictly prohibits personalized ads for individuals under the age of 18 and that its technical safeguards were effective in this case, the use of the unknown category to reach minors raises ethical concerns. Meta’s response acknowledging the availability of the unknown targeting option for all advertisers further underscores the need for greater scrutiny and accountability in digital marketing practices.
